CSA-49
| Grant funding for CSA-49 water system was approved by The Fresno County Board Of Directors October28, 2008. Grant funding for CSA-49 water system in the amount of $1.9 million will get the project started and construction will begin on December 1, 2008. CSA-49 involves a new state of the art water treatment system and all new water distribution lines to the homes along with fire hydrant’s. |
TACO TRUCK PROJECT
| FRESH Foods Update:
On October 29, 2008 we interviewed six (6) applicants for head cook and assistant cook WHEN Executive Director Albert Miller, WHEN Coordinator Gloria Hernandez, and WHEN Treasurer Baldomero Hernandez decided to hire Nanci Birruete as head cook and Rosario Gomez has assistant cook. The FRESH Foods Catering business should be up in running towards the end of November beginning of December. The Taco Truck will be posted in front of the Westside Housing & Economic Network (WHEN) office building 23018 S. Lake Ave. Five Points California 93624 (559) 884-2308 we will serve Mexican foods as well as American foods that all will enjoy. WHEN received there permit from the Health Department November 3, 2008 to start the Female Resources & Entrepreneurs Serving Healthy (FRESH) foods business. WHEN Coordinator Gloria Hernandez attended a Safety & Sanitation class on October 25, 2008 that took place in Fresno, California after the eight (8) hour class there was an exam given if WHEN Coordinator Gloria Hernandez passes the exam with a 75% or better she will receive a certificate that is good for five (5) years on Safety and Sanitation. WHEN Coordinator will know in three (3) to five (5) weeks whether she passed or failed the exam. Head cook Nanci Brruete and assistant cook Rosario Gomez will also be attending the Safety and Sanitaion class December 13, 2008. |

FEMALE RESOURCES & ENTREPRENEURS SERVING HEALTHY (FRESH) FOODS
| Westside Housing & Economic Network, Inc, (WHEN) was granted a RBEG Grant for the amount of $71,106.00 for this 12 month grant. WHEN is a community based non-profit organization in the Five Points area and under the unbrella organization Westside Tule Enterprise Community (WTEC), a federally designated USDA Enterprise Community, as well as a state designated Enterprise Zone, striving to take a proactive leadership role in the revitalization of this rural community. Westside Housing & Economic Network, Inc. and Westside Tule Enterprise Community are also partnering with the Economic Development Corporation serving Fresno County, Coalinga Workforce Connection, and Westside Elementary School District to provide an opportunity for area young adults to earn marketable skills in the culinary arts industry and business management while at the same time improving their community.The overall goal of the Female Resources & Entrepreneurs Serving Healthy (FRESH) Foods is to provide on-the-job food services training in food services and business management for three(3)young adult participants. This business venture also benefits the community by providing a local and healthy alternative restaurant experience in the Five Points rural area.
This training and valuable work experience enables young adults to be trained and market ready for future jobs within Five Points and the surrounding areas. Without a marketable skill and job experience, many area young adults face a future of low-wage, unskilled jobs or unemployment. As the lead organization in the project, Westside Housing & Economic Network, Inc. provides planning, oversight, facility usage, and coordination to support the project. In addition, The Westside Tule Enterprise Community provides supervised support for the project and is a member of the Business-Community Connection Committee. The Economic Development Corporation serving Fresno County has assigned an AmeriCorps VISTA member to assist with business development and marketing of this young adult start up business as entrepreneurs in resume development and interview skills for job placement. Lastly, Westside Elementary School District is a representative on the Business-Community Connection Committee to provide mentorship and resources for these participants. |

| The Five Points Liquor Storage was the first building that Jalisco Construction remodel from the outside. The two (2) metal roll doors remained and the other two (2) doors and eight (8) windows were framed with cripping.First awning and two (2) poles were torn down and second awning was replaced with tile and fascia boards. Wrapped existing two (2) metal poles poles with felt and lath, and then stuccoed in a tan color stucco.Removal of drain pipes, old lighting fixtures, rain gutters, two (2) decorative awning and air conditioning units were torn down. New rain gutters were installed as well as light fixtures over each of the metal roll doors and connect to existing electrical outlets.Missing tile on the roof top was replaced with existing tile from other parts of the building.Five Points Liquor Storage building was stuccoed on all sides in a tan colored stucco.The only thing left to do to the Five Points Storage is to paint the doors the the trimming around the building,

| Remove existing metal siding on awning and rebuild as needed the wood framing as a 16″ O.C. (on center) arcade using 2″x6″ rafters, 4″x14′ header, and arcade width of 6′ covered with 3/4″ plywood as well as 2″x8″ fascia board and flashing added to the front of the arcade. Can lights were installed in the awning approximately every 8′ and wired to connect to existing electrical outlets for each of the two businesses. Expanded metal lath was installed on the underside of the arcade and then stuccoed in a tan color stucco. Asphalt felt is installed on the topside of the arcade.16″ O.C. (on center) Western style parapet of approximately 160 linear feet (all four sided of building) using 2″x4″ studs. The parapet was constructed with 7/16″ O.S.B. (oriented strand board) on the front and 1/4″ plywood in the back and rotates between 2′,3′, and 4′ wall height areas with a 2″ gap at the bottom of the parapet for weather factors such as wind and rain. The parapet was covered in 30 lb felt and lath, and then stuccoed in a tan color stucco. Fascia board were installed across top of western style parapet with 2″x8″ boards.Four (4) dome lights were mounted to the building on each of the building’s corners and wired to connect to existing outlets for each of the two businesses. All other lighting wires and old fixtures were removed.Two (2) new signs are installed on the parapet for each business (4 signs total) with two (2) mini spotlights to light up signs.
Three (3) sides of building were pressure washed and then stuccoed in a tan color stucco (West, South, and East sides). Fascia boards are painted one of the projects colors chosen by building/business owner. JALISCOnstruction will begin working on El Ranchero Cafe & U.S. Post Office. AFTER |

The parapet was constructed with 7/16″ O.S.B (oriented strand board) on the front and 1/4″ plywood in the back and rotates between 1′ & 2′ wall height levels on the top of existing parapet was then covered in 30 lb felt and lath, and then stuccoed in a tan color stucco. Fascia board was installed across top of the western style parapet with 2″x8″ boards.Can lights are installed in the existing awning every 6′-8′ and wired to connect to existing electrical outlets. All other lighting wires and old fixtures are removed. Expanded metal lath was installed on the underside of the arcade and then stuccoed in a tan color stucco.
Post were wrapped in 30 lb felt and lath and then stuccoed, with two decorative areas (bottom and middle of post) created by 2″x4″ and 2″x6″ boards for architectural purposes only. Four (4) sides of the building were pressured washed and then stuccoed in a tan color stucco. Flower boxes were made out of standard brick 1.5′ high and 2′ wide across the front of the building. On left side of the building, a rectangular utility box door was added. Fascia boards were painted one of the project colors chosen by building/business owner. BIOLA SELF-HELP HOUSING AND ECONOMIC DEVELOPMENT PROJECT

| With support of Westside Housing & Economic Network, Inc. (WHEN) - the RHED grant recipient for $400,000.00 - Self-Help Enterprise (SHE) and Fresno County Economic Opportunities Commission (EOC) propose the following innovative housing and economic development activity for the community of Biola, located in west Fresno County,consistent with RHED grant guidelines. This proposal will develop the needed infrastructure for new low-income housing in Biola and provide construction training and development of unemployed and undereducated youth at the subject site, through a YouthBuild-like training program. Biola Village is a 44 unit affordable rental housing project that opened in late 2007. Participants “raise the walls” on the self-help single family project, where families purchase their first home by providing sweat equity with their neighbors. WHEN funding helped provide construction training opportunities to at- risk youth to assist the homebuilder in the project. |
